The Ministry of Education, Culture, Sports, Science and Technology (MEXT) of Japan offers scholarships to international students who wish to study in graduate courses at Japanese universities as Research Students (either regular students or non-regular students) under the Japanese Government (MEXT) Scholarship Program as follows.
What is "Research Student"
Those who are enrolled in a master’s course, a doctoral course, or a professional graduate course at a graduate school, or who are conducting research in a specialized field at an undergraduate department, graduate school, institute attached to a university, etc. without the aim of completing the course, or who are receiving preparatory education in the Japanese language and other subjects prior to placement at the university, etc. (Excluding Young Leaders’ Program Students or Teacher Training Students.)

Japan related Humanities, Japan related Social Science, Mathematical Science, Physics, Chemistry and Chemical Engineering, Biology and Biotechnology, Agriculture and Fishery, Environmental Science, Pharmaceutical Science, Geology and Geoinformatics, Civil Engineering, Architecture, Material Science / Engineering, Electrical Engineering, Electronics & Communications Engineering, Mechanical Engineering, Aerospace Engineering, Robotics, Information Technology, Sports Science
Allowance will depend on the program:
Students receiving the preparatory education and non-regular students: 143,000 yen per month
Regular students enrolled in master’s or professional degree courses: 144,000 yen per month
Regular students enrolled in doctoral courses: 145,000 yen per month.
A supplemental regional allowance of 2,000 yen or 3,000 yen per month will be added to the monthly scholarship amount for the grantees studying or conducting research in specially designated regions.
Education fees. Fees for the entrance examination, matriculation, and tuition at universities will be paid by MEXT.
Traveling Expenses. Round-trip from home country to Japan, and back

Scholarship recipients are recruited and initially screened by a Japanese embassy (or consulate general, depending on the country). As the application process differs according to the country in which the Japanese embassy is located, please inquire at the Japanese embassy or consulate general in your country for details. The university directly recommends the selected candidates to MEXT, if your university has an agreement for an exchange program.
Timeline of Application Process
April: Call for applications opens at each Japanese diplomatic mission/Submission of application documents
July: First screening
Until August: Request a provisional acceptance to Japanese universities
Late September: Submission of a Placement Reference Application Form
October: Second screening and university placement
January to February next year: Notification of results of selection and university placement
