About the Scholarship

Bolashak pays for the whole degree: tuition, a monthly stipend, flights, medical insurance, visa fees and study materials. Kazakhstan has run it since 1993, and the administering body, the Center for International Programs, was established by government decree in 2005.

The obligation on the other side is the part to plan around. Scholarship holders return to Kazakhstan and work in their field for five years in Astana, Almaty or Shymkent, three years in the regions, or two years in district-level towns. Taking a grant from your university or employer to co-finance the study cuts a year off that term.

You need the university place before you need the scholarship. Every category requires an unconditional offer, financial conditions aside, from an institution on the programme's approved list, so the university application comes first and the funding decision follows it.

The bachelor's route is the narrowest. It opened in 2026 and carries 20 places, and it is reserved for students who placed first, second or third in an approved international olympiad or science project competition within the last three years, in a subject matching the specialty they apply for. Master's study is where the programme's weight sits, at 400 places, and it is organised by applicant category rather than by open competition: rural applicants, engineering and technical workers, medical workers, civil servants and nuclear industry workers each face their own experience and grade conditions.

Kazakh language certification at B1 is required across every category, through KAZTEST or Qazaq Resmi Test, alongside the foreign-language score for the country of study.

The state pays academic tuition, airfare, medical insurance, visa fees and study materials, and pays a monthly stipend. 635 scholarships were allocated for 2026, split into 20 for bachelor's study, 400 for master's, 50 for doctoral study and 165 for professional internships.

Eligibility

Hold an unconditional offer, financial conditions aside, from a university on the programme's approved list, and a valid KAZTEST or Qazaq Resmi Test certificate at level B1 or above, plus foreign-language scores meeting the published minimums. Bachelor's applicants must also hold a first, second or third place award from an approved international olympiad, science project competition or performers' competition won in the last three years, in a subject matching their chosen specialty. Master's applicants apply through a category, each with its own conditions: rural applicants need two years of residence and work in a rural area and a GPA of at least 3.00 out of 4.00, engineering-technical and medical workers need at least one year of relevant experience, civil servants need three years of service including the last twelve months in the sending body, and nuclear industry workers need three years with the last six in the field. Scholarship holders must return to Kazakhstan and work in their field continuously for five years in Astana, Almaty or Shymkent, three years in the regions, or two years in district-level towns, reduced by one year where the study is co-financed.

Eligible Countries

Citizens of Kazakhstan. Study takes place abroad at an institution on the programme's approved list, which spans many countries, so check that your chosen university appears on the current list before applying.

How to Apply

Applications are submitted through the egov.kz portal during the document acceptance window. Competitive selection runs separately after the window opens, and the Republican Commission approves the priority specialties, the approved university list and the applicant categories for each year.
