Duquesne University's Libermann Scholarship pays international undergraduates $10,000 to $30,000 a year, and the university states plainly that accepted international students qualify for it.
There is no application and no published threshold: a committee sets the amount from the whole application. Note the university's hedge, that recipients usually get an amount in that band, which makes the top of it indicative rather than a target.
It renews across four years. Duquesne also states on the same page that full scholarships and financial aid are not available to international students, so this is the ceiling of what is reachable there.
