Loyola University New Orleans states it offers international applicants merit scholarships up to and including full tuition, on a grade average of around 3.0, with no separate application and no test scores required.
Read the ceiling honestly. The university publishes no bands beneath it, so full tuition is the maximum rather than what a qualifying student should expect, and there is no way to work out in advance where in the range an offer would land.
Its largest award, the Ignatian Scholarship, is a genuine full ride covering tuition, fees, housing and meals, but no Loyola page states an international student can hold it.
