Winners are admitted to a tuition-free place under the Russian government quota, with tuition funded from the federal budget. They are eligible to apply for grant support under Government of the Russian Federation Resolution No. 1837 (20 November 2025) and Ministry of Science and Higher Education Order No. 922 (28 November 2025), conditional on securing the quota place and being prepared to study full-time in Russian. Travel, accommodation, insurance and living costs beyond that support remain the student's responsibility.

Applicants must be foreign citizens or stateless persons, including compatriots residing abroad, and consent to personal-data processing. Eligibility is assessed at registration opening. Bachelor's applicants must not hold a bachelor's, Specialist or master's degree, and must hold or obtain during the competition's academic year a qualification permitting entry to higher education in their country of study. Master's applicants must not hold a Specialist or master's degree and must hold or obtain during that academic year a qualification equivalent to at least a bachelor's degree. Doctoral applicants must not have completed a PhD and must hold or obtain during that academic year a Specialist or master's degree. Bachelor's and master's tracks have two online stages; doctoral applicants also complete interviews with prospective supervisors or doctoral programme managers. Winners in these degree tracks can take a tuition-free place under the Russian government quota. For the 2026 competition, ages at registration opening on 20 August 2026 must be 16–23 for the bachelor's track, 20–33 for the master's track, or 22–35 for the doctoral track.
