Romania offers scholarships to citizens of non-EU countries through its Ministry of Foreign Affairs, under a scheme that has run since 1993 and now uses a single national portal.
The award pays full tuition for a bachelor's, master's or doctoral degree, exempts the holder from registration and language-testing fees, provides a monthly allowance for scholars in the preparatory year, bachelor's, master's and doctoral studies, and offers a place in a student dormitory where one is available. Travel to Romania and visa costs are not covered.
Teaching at bachelor's and master's level is in Romanian, so most scholars begin with a funded preparatory year of Romanian language study. Applicants who already hold Romanian-language study documents or a B1 certificate skip it, and doctoral candidates on a foreign-language programme are exempt.
Doctoral applicants need to prepare before the central application window closes. They must obtain the written agreement of a tutor who is a member of their chosen doctoral school and pass the doctoral admission interview before submitting. The portal application must include that tutor agreement and a letter of intent listing the applicant's scientific work and specialist publications and describing the proposed research project in detail.
Medicine, dental medicine and pharmacy are excluded at every level. The 2026-2027 cycle ran from 16 February to 31 March 2026, with results around 15 July.
