About the Scholarship

The order of operations here is unlike almost every other award. Admission comes first, and it is the university, not the World Bank, that opens the door: the link to the scholarship application is sent only to candidates who already hold an unconditional offer from one of the 44 participating master's programmes and who that university has shortlisted as eligible. Someone not admitted to one of those 44 programmes cannot apply at all in 2027.

The practical step that follows is to contact the university offering the target programme and ask whether both conditions are met, before counting on anything.

This is a scholarship for working professionals, not for new graduates. The bachelor's degree must be at least three years old, the applicant must be in a paid full-time development-related job at the moment of applying, and must have at least three years of paid development-related work since the degree, earned within the last six. The single exception is for nationals of countries on the programme's Fragile and Conflict States list, where limited employment opportunities are taken into account.

The programme must also be outside both the country of citizenship and the country of residence, which rules out studying at home.

Funding covers tuition, basic medical insurance through the university, flights at each end with a US$600 travel allowance per trip, and a monthly subsistence allowance whose level depends on the host country. It runs for the length of the programme or two years, whichever is shorter.

The exclusions are long and specific: visa and residence permit fees, anything for family, extra-curricular courses, credits beyond the degree minimum, language training not built into the programme, additional travel, research and field trip costs, workshops and internships, and computers.

Scoring is published, which is rare and useful. Two assessors score independently out of 10, with professional experience, references and commitment to the home country each worth 30% and educational background just 10%. Academic record is the smallest component of the four.

After scoring, the Secretariat balances geography and gender, weighs hardship, and favours candidates with limited access to money for study abroad. Finalists then go to a Steering Committee of World Bank Board members and management for approval.

Two disqualifications are permanent: declining a JJ/WBGSP award once, or receiving one and not graduating.

The programme page and the 2027 eligible countries list were checked on 22 September 2026. The World Bank publishes the window dates without a time zone, so no clock time is given here.

Tuition for the graduate programme and the cost of basic medical insurance obtained through the university. Economy class air travel between home country and host university at the start and immediately after the end of the scholarship, plus a US$600 travel allowance for each trip. A monthly subsistence allowance while on campus covering accommodation, food and books, set at a level that varies by host country. Funding runs for the length of the graduate programme or two years, whichever is less. Visa application costs, resident permit fees, family expenses, extra-curricular courses, courses beyond the minimum credits needed for the degree, language training not provided by the programme, additional travel, research and field trip costs, workshop or internship expenses, and educational equipment such as computers are all excluded.

Eligibility

Be a national of a World Bank member developing country on the JJ/WBGSP list, and not hold dual citizenship of any developed country. Be in good health. Hold a bachelor's degree or equivalent earned at least three years before the application deadline. Be employed in development-related work in a paid full-time position at the time of applying, with at least three years of paid development-related employment since the bachelor's degree, acquired within the past six years; the one exception is for nationals of countries on the programme's Fragile and Conflict States list, where limited employment opportunities are taken into account. On or before the deadline, hold an unconditional admission offer, except as to funding, for the upcoming academic year to at least one participating master's programme located outside both the applicant's country of citizenship and country of residence, and upload that letter with the application. Executive Directors of the World Bank Group, their alternates, staff of any appointment type and their close relatives by blood or adoption are excluded. Anyone previously offered a JJ/WBGSP scholarship who declined it, or who received one but did not graduate, cannot apply again. The programme states that all eligibility criteria are strictly adhered to and no exceptions are made. Scholars commit to returning home after the degree.

Eligible Countries

Open to nationals of the World Bank member developing countries on the JJ/WBGSP list for 2027. Dual citizenship of any developed country makes an applicant ineligible.

How to Apply

Admission comes first, and it controls access to the application itself: the link to the JJ/WBGSP form is sent only to candidates admitted unconditionally, except as to funding, to one of the 44 participating master's programmes and shortlisted as eligible by that university. Candidates are advised to ask the university offering their target programme whether they meet both conditions. Two qualified assessors independently score each eligible application from 1 to 10, weighting quality of professional experience at 30%, professional recommendations at 30%, commitment to the home country at 30% and educational background at 10%, and also looking at how well those cohere. The Secretariat uses the average of the two scores, then selects finalists with regard to geographical and gender distribution, unusual circumstances or hardship, and, other things being equal, limited access to financial resources for graduate study abroad. The list of finalists goes to the JJ/WBGSP Steering Committee, drawn from the World Bank Board and management, for approval.
