The Marvin B. Perry Presidential Scholarship pays tuition, housing and dining at Agnes Scott College for up to four years. The college puts the four-year value at $272,000, which makes it the largest award it offers.
You cannot apply cold. Each year Agnes Scott reads its first-year applications holistically and invites its strongest candidates to compete, with the invitation arriving in the admission letter. Selection rests on academic record, leadership, character and personal achievement.
International students are in scope. Agnes Scott's international admissions page says applicants who apply Early Decision are considered for all merit-based scholarships, and that Early Action I and Early Action II applicants are eligible for merit scholarships. Plan for the Early Action II deadline of 15 January, because the Presidential competition is tied to it.
The effort is modest once you are invited: one scholarship essay, due 6 February. Keep in mind that the college offers international students no need-based aid, so anything this award leaves uncovered (fees, books, flights, insurance) has to come from your own funds.
