Old Dominion University's International Student Scholarship pays up to $16,000 a year against out-of-state tuition for newly admitted international undergraduates, renewable across four years.
It asks for more than a transcript: a one-page essay on academic intent and personal goals goes in with the admission application, and while tests are optional the university recommends them for this award.
One requirement reads like a trap but is not. Applicants must be ineligible for Virginia in-state rates, which is true of F-1 and J-1 students by definition, so the condition targets international students rather than excluding them.
