The range is the thing to read carefully. There is no grid or table behind it, so the $19,000 is a ceiling rather than something you can work towards, and the $1,000 floor is low enough to matter little. The university describes the awards as competitive and contingent on available funding.
Unusually, the money can go toward on-campus housing and board as well as tuition and fees, though only for the autumn and spring terms.
