One wrinkle to ignore. An eligibility block on the university's admissions page says these go to domestic students. That block sits below both the in-state and the out-of-state tables and governs both, and the university's international office runs the identical sentence with the word removed. The admissions page itself now sends international first-year applicants to that office's page for these awards.
