Virginia Commonwealth University pays international first-year students $10,000 to $15,000 a year on a published grade table, renewable across four years.
This one is worth reading carefully because it inverts the usual trap. An award called an out-of-state scholarship almost always means out-of-state Americans and excludes visa holders. Here the university says the opposite in as many words, offering it to out-of-state students including international students, and names international status in its own eligibility list.
The university does not publish a renewal grade threshold for this award, which it leaves as an unstated condition.
