Illinois Wesleyan's top award pays tuition in full and the university names it the Presidential Scholarship. It is discussed in the university's own international admission answers, where the remaining costs listed for recipients include visa expenses and international travel, so overseas applicants are in scope.
Be clear about what it leaves. Illinois Wesleyan states that it has no full-ride or fully funded scholarship, so housing, meals, health insurance, visa costs and flights are on you even as a Presidential Scholar. Work out that annual figure from the university's international costs page before you count on an offer.
Consideration is automatic. Merit awards are assigned to admitted international students as part of the admission decision, with no separate application, and the academic record plus required entrance exam results carry the weight.
For anything beyond merit, Illinois Wesleyan uses the CSS Profile, code 1320, with a preferred filing date of 1 March. It is the only financial document the university accepts from international applicants.
