The entry band sets a low bar by American merit standards, which is the point: a 3.0 average or an ACT of 20 still brings $6,000 a year.
Two things shape whether you get it. The award offsets the out-of-state portion of tuition rather than arriving as cash, and it is made first come, first served against a fixed annual budget of $2,000,000, so applying early matters more than at a university with an ordinary deadline.
