Oklahoma State sets its international first-year award on a grid of test score against grade average, from $15,000 a year at the top to $9,500 at the bottom of the tested rows, with four-year totals reaching $60,000.
The grid accepts English tests in place of the SAT or ACT, so an IELTS of 8 earns the same row as an ACT of 32. Applicants with no test at all fall to a grades-only row paying $9,000, $7,000 or $6,000, and a student below a 3.25 average with no test score appears to get nothing.
Read the terms before counting the money. The award waives tuition only, never fees, and only in autumn and spring. On an out-of-state award the university waives out-of-state tuition up to half the award each semester, so in-state tuition and all fees still have to be paid.
