About the Scholarship

The Boutmy is decided by the admissions committee, not by a separate funding office. There is no second application and no second assessment: the same file that wins a place decides the money, which makes the application itself the only lever a candidate has.

That has a hard consequence attached. You cannot ask for it after an offer arrives, or at any point during your studies. Sciences Po states plainly that a student who does not receive it is responsible for finding funding elsewhere, so the cost of forgetting to tick the box at application time is the whole award.

What arrives is a fee exemption, not money to live on. At bachelor's level it is either full tuition or 9,500 euros, and it carries forward automatically if the holder goes on to a master's at Sciences Po, which makes the undergraduate award worth considerably more than three years of fees. At master's level it is 18,500 euros against each of the two years. Paris living costs sit outside all of it.

Eligibility turns on where the household pays tax rather than where the student lives. A candidate living in the EU can still qualify if their household files outside it, while EU dual citizens are excluded whatever their circumstances.

Check the exclusions before counting on it. The PhD, one-year master's programmes, both journalism master's routes and most dual degrees are outside the scheme, with named exceptions for the Columbia journalism dual degree and the Fudan and Peking dual degrees for Chinese nationals. It also cannot be stacked with another Sciences Po or partner scholarship, though external awards such as Eiffel are fine.

Master's candidates get two committees, 19 October and 30 November, with results before 30 December and 2 March. The earlier committee reports well before the later one closes.

What It Covers

  • Tuition

Awarded as an exemption from tuition fees rather than as a cash grant, so living costs are the student's own. At bachelor's level the award is either a total exemption or an exemption of 9,500 euros, and it renews automatically if the holder continues to graduate study at Sciences Po. At master's level it is an exemption of 18,500 euros for each of the two years. It cannot be combined with another Sciences Po or partner scholarship, though it can be held alongside an external award such as Eiffel or a French government scholarship.

Eligibility

Be a first-time applicant to Sciences Po, admitted to an eligible Undergraduate or Master's programme. Selection is on merit alone and is decided as part of the admissions review, so there is no separate assessment. Several programmes are outside the scheme: the PhD, one-year master's programmes, the master's in journalism and the joint master's in journalism and international affairs, bachelor's dual degrees unless covered by a specific agreement, and master's dual degrees apart from the Columbia journalism dual degree and the Fudan and Peking dual degrees for applicants of Chinese nationality. Candidates applying through the French graduate admission procedure are also excluded. A refusal cannot be appealed or reapplied for within the same admission cycle.

Eligible Countries

First-time applicants from a non-EU state whose household does not file taxes in the European Union. Swiss and Norwegian applicants are excluded, as are anyone holding EU dual citizenship and exchange students. Applicants from Quebec are eligible at bachelor's level but not at master's level.

How to Apply

The scholarship is requested inside the admission application and never afterwards. Undergraduate applicants from foreign secondary schools flag their interest in the financial information section of the application, while applicants from French secondary schools contact the Admissions Office through an online form once Parcoursup is validated. Master's candidates apply through the application platform. Only complete files are considered, requests arriving after the deadline are refused, and a request counts only if the candidate is admitted to an eligible programme.
