The Economic Subsidy Program for Mexican Students, known at UTRGV as the Mexican Tuition Waiver, is a benefit the State of Texas grants to Mexican students. Approved students pay tuition at the same rate as Texas residents, which is the single largest saving available to Mexican citizens studying on the Rio Grande Valley campuses.
Eligibility is tightly drawn. You must be a Mexican citizen residing in Mexico, hold lawful status, already be admitted to UTRGV, and prove personal or family financial need through a socioeconomic evaluation. Income letters are the core of the file, and the exact set depends on whether you are married, aged 24 or over, or a younger single student still supported by parents.
Approval covers one academic year. From autumn 2026 onwards, students who held the waiver must recertify each year with updated income documentation through the UTRGV International Portal, and satisfactory academic standing is part of staying eligible. The effort here is administrative, so the main cost to you is gathering correct paperwork on time.
