The University of Dayton says most of its admitted international undergraduates receive a merit scholarship worth up to $34,000 a year, roughly two thirds of tuition.
It is also candid about the ceiling, stating outright that it does not offer full tuition scholarships. Against a full-year cost of $74,220, the top award still leaves around $40,000 to find.
One thing to ask about. The university names four merit tiers on its domestic page, from the Father Chaminade at $20,000 to the Trustees' at $31,000 to $34,000, and that $34,000 ceiling matches the international one exactly. It never states that international students are placed in those named tiers, so this entry uses the university's own description instead. Worth confirming with its international admissions office.
