The Presidential Leadership Fellows Program pays $4,000 a year for four years at the University of North Dakota, and names international students in its eligibility list.
The selection is not academic. A 3.0 grade average is the floor, and the decision turns on involvement in clubs, volunteer service or work, a personal statement and a virtual interview. Twenty-five places, about seventy-five interviews.
It is worth knowing this is the only award at North Dakota we could confirm an international student can hold. The university's freshman scholarship tiers are larger but state nothing about international eligibility, and its other named awards require American citizenship or the federal aid form.
