The Presidential Scholarship is the one full tuition programme the University of Tulsa runs, and it is the award Tulsa points international applicants to when they ask about full tuition funding. It pays tuition for five years or until you finish your first degree, with summer terms excluded, and it appears on Tulsa's own list of international scholarships and awards.
The academic bar is specific. You need a 28 ACT superscore or a 1300 SAT, plus either a top 5 per cent class rank, a 4.0 weighted GPA, or College Board Recognition Program scholar status with a top 10 per cent rank. Roughly one in ten qualified applicants wins the award, so treat the thresholds as the entry ticket rather than the decision.
The effort is front-loaded into a single 1 February deadline that covers the admission application, the transcript, the test score and a separate scholarship application with a one-page resume and short answers. Watch one of the two autumn information sessions before you write it.
One thing to plan for from abroad: Tulsa lists an in-person campus visit among the application requirements. Ask your admission counsellor early how that is handled if a trip to Oklahoma is out of reach, and keep 15 credit hours a semester in mind, because that is the load the award requires once you are enrolled.
