About the Scholarship

This is the agency-nominated master's programme, one of three master's routes the Commonwealth Scholarship Commission runs. It is funded by the UK Foreign, Commonwealth & Development Office and aimed squarely at people who could not otherwise afford to study in the UK.

The package is complete. Fees are settled directly between the CSC and the university, so a scholar is never liable for any part of them. On top sits £1,712 a month, or £2,000 in the London metropolitan area, plus flights at each end and a grant for study-related travel.

No single application will do. One goes to the CSC through CSC Central; the other goes to a nominator, because the CSC accepts no direct applications at all. Nominators are national nominating agencies for most applicants, or a set of NGOs and charitable bodies, and each one runs its own selection, sets its own rules and may close earlier than the CSC does. Checking the nominator's own deadline is the step that most often decides whether an application exists.

Even a nomination is not an award. Nominators put forward an agreed number of candidates by December, and the CSC selects from that pool.

The documentation rules are absolute. Proof of citizenship, full transcripts for every qualification including to-date transcripts, and two references in PDF on letterhead, all uploaded through CSC Central by the deadline. A transcript missing pages makes the application ineligible. Nothing is accepted by any other route or after the date.

The academic bar is a 2:1, or a 2:2 with a relevant postgraduate qualification. Disabled applicants who do not meet it can still be considered through a contextualised nomination via the Commonwealth Disabled People's Forum, which the CSC sets out explicitly.

Two groups are excluded outright: anyone who has already studied at master's level at a UK institution, and anyone who has already held a Commonwealth Scholarship at master's level. A second master's more generally is not normally funded and needs a justification.

There is no age limit and no IELTS requirement, which removes two barriers that block applicants to comparable schemes.

The commitment at the end is binding. Scholars return home, and switching to a graduate or other visa to remain in the UK is not permitted.

Approved tuition fees in full, settled directly between the CSC and the UK university so that scholars pay no part of them. A monthly living allowance of £1,712, rising to £2,000 for universities in the London metropolitan area. Approved airfare from the scholar's home country to the UK and back at the end of the award, though not for dependants and not for journeys made before the award is confirmed. A study travel grant towards study-related travel in the UK or overseas. A scholar who is widowed, divorced or a single parent receives a child allowance of £622 a month for a first child and £154 a month for a second and third child under 16 living with them in the UK, which the CSC describes as a contribution rather than full support. A scholar who shares that they have a disability is offered a full assessment of their needs and eligibility for additional support.

Eligibility

Be a citizen of, or have been granted refugee status by, an eligible Commonwealth country, or be a British Protected Person, and be permanently resident in an eligible Commonwealth country. Be available to start in the UK by the start of the academic year in September 2027. By that point hold a first degree of at least upper second class (2:1) standard, or a lower second class degree plus a relevant postgraduate qualification, usually a master's. Be unable to afford to study in the UK without the scholarship. There is no age limit. The CSC prefers applicants who have already completed their undergraduate degree and would not normally fund a second master's, so a second master's application needs justification. Anyone who has already studied at master's level at a UK institution, or already held a Commonwealth Scholarship at master's level, is ineligible. Disabled applicants who can show potential to contribute to international development but do not hold a 2:1 may be considered for a contextualised nomination through the Commonwealth Disabled People's Forum. All scholars commit to returning home at the end of the award, and switching to a graduate or other visa to stay in the UK is not permitted. The CSC does not require an IELTS test.

Eligible Countries

Open to citizens of, or people granted refugee status by, the eligible low and middle income Commonwealth countries listed by the CSC, and to British Protected Persons. Applicants must also be permanently resident in an eligible Commonwealth country.

How to Apply

Two applications are needed. One to the CSC through CSC Central, and one to a nominator, because the CSC accepts no direct applications. Nominators are national nominating agencies, which is the main route, and selected non-governmental organisations and charitable bodies. Each runs its own selection, may add its own eligibility criteria and may set its own earlier closing date, and each puts forward an agreed number of candidates by December 2026. A nomination does not guarantee selection. Supporting documents must all be uploaded through CSC Central by the deadline: proof of citizenship or refugee status in an eligible country, full transcripts for every higher education qualification including to-date transcripts with certified translations where not in English, and references from at least two individuals in PDF, signed and either on institutional letterhead or as an email showing the sender's details. A missing document or an incomplete transcript makes the application ineligible, and nothing can be accepted outside the online system or after the closing date. Outcomes are expected by July 2027, notified by email, and an offer can be withdrawn if a candidate does not respond within the time given.
