East Tennessee State University's Creative Arts Scholarship brings tuition down to the in-state rate for new out-of-state students, and the university states plainly that international students are included.
Because the benefit is a rate equalisation rather than a fixed sum, the university publishes no dollar figure. The saving is the gap between the out-of-state and in-state rates.
Any major can apply, though some strands need a related major or minor. Recipients take part in creative arts activities before a university or community audience, live on campus and buy a meal plan in the first year. It runs for eight semesters and cannot be combined with another out-of-state scholarship.
