About the Scholarship

El-Yurt Umidi is Uzbekistan's answer to Bolashak: a state foundation that pays for citizens to take a degree abroad and expects them back afterwards. It covers tuition, visa, insurance, flights home once a year, rent and living costs, and books.

For open competition, either QS or THE global top 300 qualifies, alongside the approved specialist list. The degree-specific QS/THE split applies to exam-free full-tuition-grant quotas, not to general eligibility. Top 300 exam-free awards cover only transport and housing.

The programme is aimed at fields the state is trying to staff: STEM throughout, then energy, transport, urbanisation, architecture and construction, agriculture and water, geodesy, alongside public administration, medicine and education.

Two rules catch people out. If another programme is already covering your costs in full — Chevening, Fulbright, Erasmus Mundus, DAAD, KOICA and JICE are named explicitly — you cannot apply here. And scholars are barred from taking paid work alongside their studies, with study-related volunteering the only exception.

The return obligation is long: five years of full-time work in Uzbekistan after a bachelor's, three after a master's, five after a doctorate, beginning within a month of coming home. It is secured by a four-party contract signed with the foundation, an employer and financial guarantors, so this is a commitment made before departure rather than a promise made on return.

Rounds open on no fixed calendar. Each is announced on the foundation's site at least a week ahead, with applications then accepted online for about a month, so the site is worth watching rather than diarising.

The foundation pays tuition, the visa, medical insurance for the whole period of study, return travel to the place of study once per academic year, living costs including rent, and the purchase of textbooks and academic literature. A cap per scholar for each programme is set by the foundation's management board.

Eligibility

For open competition, admission to a foreign institution in either the QS or THE global top 300, or to an institution on the foundation's approved specialist list. Age limits differ by level: bachelor's candidates must be 30 or younger, master's candidates between 22 and 40 with at least one year of work experience, and doctoral candidates between 25 and 45 with at least two years. Candidates for master's and doctoral programmes need a completed higher education. Applicants are excluded if they have already studied abroad at the same level in the same or a related field, if their study is already fully funded by an international programme such as Chevening, Fulbright, Erasmus Mundus, DAAD, KOICA or JICE, if they are studying by correspondence or online, or if they hold an unexpunged criminal conviction. Scholars sign a four-party contract with the foundation, an employer and financial guarantors, and must then work full time in Uzbekistan for five years after a bachelor's, three after a master's and five after a doctorate.

Eligible Countries

Citizens of Uzbekistan, regardless of where they work or study. Funded study takes place abroad at institutions in the QS or THE global top 300, with a separately approved list of leading specialist institutions outside that range.

How to Apply

Competition rounds are announced on the foundation's website and in the media at least a week before applications open, with the quotas, requirements and dates set out in each announcement. Documents are then uploaded to the online platform over a period of up to a month, followed by selection and an interview stage run by a commission that must be at least half non-government members. Candidates admitted on a full tuition grant can qualify for exam-free quotas: these use QS for bachelor's and THE for master's and doctoral study. The top 100 and top 300 quotas differ; the latter funds only international transport and housing.
