The middle band is reachable on any one of three measures rather than all of them, so a strong test score can carry an applicant whose grade average falls short.
Two things shape whether you get it. The award offsets the out-of-state portion of tuition rather than arriving as cash, and it is made first come, first served against a fixed annual budget of $2,000,000, so applying early matters more than at a university with an ordinary deadline.
