About the Scholarship

The course list is the first thing to check, because it is short and fixed. Around 40 named courses qualify: the BCL, MBA, MJur and MPP, plus a set of MSc and MSt degrees concentrated in development, policy, area studies, environment and global health. A course outside that list makes an applicant ineligible however well they fit everything else.

Funding is complete for those courses: 100% of fees and a living grant of at least £21,805, for the full duration of fee liability.

What distinguishes this from Oxford's other full awards is the Leadership Programme running beside the degree. Over a year, scholars take part in philosophical discussions, business skills training and communication training, with long-term mentoring and a network that continues afterwards.

Eligibility turns on ordinary residence rather than citizenship, assessed from the nationality and ordinary residence section of the graduate application form. The eligible country list is long, covering most of Africa, Asia, Latin America, the Middle East, Eastern Europe and much of Western Europe, and Oxford publishes it in full. An applicant who declared refugee or displaced status on their course application is assessed on nationality instead.

Two commitments sit at the centre of selection. An intention to return to the country of ordinary residence after the course, and a demonstrable link between the subject of study and how the applicant's professional work will improve public life at home or regionally. The Weidenfeld-Hoffmann Scholarships Statement is where that case gets made, and it uploads with the graduate application form rather than later.

Timing is unforgiving in a specific way. A place must be offered on the strength of the December or January deadline round. A course application held over to be re-evaluated against the March deadline, or placed on a waiting list, drops out of scholarship consideration even if it later succeeds.

Two groups are ruled out outright: anyone holding a deferred offer to start in 2027-28, and current Oxford students who are not already Weidenfeld-Hoffmann scholars.

College preference is effectively overridden. Partner colleges fund part of each scholarship, so a successful candidate is transferred to one of them.

Applying here also puts the application in front of the Trust's partnership schemes with the Oxford Pakistan Programme and Chevening. The Chevening-Weidenfeld-Hoffmann Scholarship is the exception: it has to be applied for through Chevening, with Oxford listed as first-preference university.

The scholarship page was checked on 22 September 2026, when the 2027-28 statement form was live. The Weidenfeld-Hoffmann Trust's own site was unreachable at that time, so everything here comes from Oxford's page.

100% of course fees and a grant for living costs of at least £21,805, awarded for the full duration of fee liability on the agreed course. The Leadership Programme runs alongside the degree: over the course of a year scholars take part in philosophical discussions, learn business skills and receive communication training, with long-term mentoring and networking. Several colleges contribute part of the funding, so a successful candidate is transferred to a partner college to take up the scholarship regardless of the college named on their application.

Eligibility

The scholarships support outstanding university graduates and professionals, mainly from developing and emerging economies, who could not otherwise fund study at Oxford. Applicants must be starting a new full-time graduate course on Oxford's eligible course list, be ordinarily resident in an eligible country, intend to return to that country after the course, and show a connection between the subject of study and longer-term career goals, explaining how their professional work will improve public life at home or at a regional or international level. Candidates holding deferred offers to start in 2027-28 cannot apply, and current Oxford students are ineligible unless they are already Weidenfeld-Hoffmann scholars. A place must be offered after the December or January deadline round: a course application held over for re-evaluation against the March deadline, or placed on a waiting list, cannot be considered for the scholarship.

How to Apply

Select the Weidenfeld-Hoffmann Scholarships and Leadership Programme in the University of Oxford Scholarships section of the graduate application form, and submit the course application by the relevant December or January deadline for that course. A separate Weidenfeld-Hoffmann Scholarships Statement must be completed and uploaded with the form by the same deadline. Ordinary residence is assessed from the nationality and ordinary residence section of the application form. Shortlisted candidates are interviewed, likely online in April 2027, and decisions are expected by the end of May 2027. Unsuccessful applicants are not contacted. Applying also consents to consideration for the Trust's partnership awards with the Oxford Pakistan Programme and Chevening, though the Chevening-Weidenfeld-Hoffmann Scholarship must be applied for through Chevening with Oxford named as first-preference university.
