Southern Illinois University Carbondale charges international undergraduates a non-resident tuition rate. The High Achievers Alternate Tuition Rate replaces it with the Illinois in-state rate for students who clear an academic bar, and assigns the resident budget, which also lowers the financial statement you must show for your visa.
The bar is reachable. An ACT composite of 26, an SAT total of 1240 across Evidence-Based Reading and Writing and Mathematics, or a secondary school GPA of 3.5 on a 4.0 scale each qualify an incoming first-year student, and being offered SIU's Academic Scholarship for First Year students does too. Transfer students qualify with a 3.0 transfer GPA across at least 26 transfer semester hours.
SIU has run the programme since 2013 and kept it for international undergraduates after domestic out-of-state students moved onto in-state tuition automatically in 2017. It is sometimes called Out-of-State Scholars. The rate holds for undergraduate study and stops if you continue into a graduate or professional degree at SIU.
There is nothing extra to fill in. Apply for admission, then make sure official test scores arrive from ACT or SAT directly, using codes 1144 and 1726, and that transfer transcripts arrive in sealed envelopes within thirty days of issue. Paperwork that turns up late is the usual way students lose the rate.
