Susquehanna University considers every admitted international applicant for up to $45,000 a year, renewable at the same amount for up to eight terms.
One condition excludes a whole category of applicant, and it is easy to miss: students funded by a government or third-party sponsor are not eligible for the university's merit awards at all. The university names American Councils, AMIDEAST and the Brazil Science Mobility Programme among those sponsorships.
There is also a procedural trap. The international financial aid form is not optional and not late-stage: the university will not review an application for admission until it is submitted. Note its domestic ceiling of $47,000 is higher; international students cap at $45,000.
