The International Cultural Service Program at the University of Oregon trades a tuition waiver for cultural outreach. Scholars commit to between 66 and 80 hours a year presenting their home country's heritage to schools, community organisations and elder care settings around Eugene and Springfield, along with campus events and a weekly radio slot.
The waiver covers roughly half of tuition. It reaches the student as fee remission applied to the bill, funded internally by the university's financial aid office, so it is not a cash stipend and the rest of a student's costs have to be covered from elsewhere. The university asks applicants to show they can do that. It renews each year until the degree is finished, provided the service commitment is met.
Eligibility runs the opposite way to most United States awards: it is closed to US citizens, permanent residents and anyone eligible for federal financial assistance, and open to both new and continuing international students. The bar is a 3.5 cumulative GPA, which is the most common reason a candidate is screened out. Selection then weighs financial need, experience of cultural activities, presentation and communication skills, and academic record together.
One application covers this award and the university's endowed international scholarships. New students apply for admission first, collect their student ID from the admissions portal, then file in the scholarship dashboard; continuing students file with their university login and need reference letters in by the same deadline.
