This ranks universities by what they charge, before any financial aid. It is the sticker price, the number a family looks at before anyone offers anything, and it is deliberately not a net-cost list.
Every figure below is the university's own published rate for 2026-27, taken from its cost page or its state system's official schedule. We did not use last year's national dataset, because when we checked it against current rates it was wrong by thousands of dollars and in places wrong about the order.
Most cost lists show the in-state price
The national dataset that most cheapest-university lists are built from reports a public university's total using in-state tuition, the rate for students from that state. You will not pay it.
Purdue is the clearest case. Its published total comes out at $24,882. Its out-of-state tuition, which is what an international student pays, is $28,794 on its own, before a single night of housing. The University of Idaho publishes $23,980 against out-of-state tuition of $29,784.
So we rebuilt the figure across 1,717 universities using out-of-state tuition, kept the 141 that admit at least 100 international students, took the 30 cheapest, and priced each one at its current published rate.
What these figures count
The ranking uses tuition and fees plus housing and food. That is what you pay the university, and every institution defines it the same way.
We left out each university's estimate for books, transport and personal spending, because those are guesses and they are not comparable. UNC Charlotte budgets $9,000 of indirect costs and another $3,600 for health insurance on top of its direct costs. Cal State San Bernardino budgets a fraction of that. Ranking the two totals would rank them on how generously each one estimates a student's social life.
Add roughly $5,000 to $12,000 to every number below for the things the university does not bill you for.
The ten cheapest universities before any aid

Every one is public. On the same calculation the most expensive universities are private, with USC above $90,000 and Columbia and Penn close behind, so the spread between this list and the top of the market is more than a complete degree.
The Florida figures come from the State University System's official tuition schedule, which sets non-resident undergraduate tuition at $20,187 for USF, $22,246 for FIU and $26,732 for UCF, combined with the system's published housing and food costs. The rest come from the universities themselves: UW-Milwaukee charges $23,516 in tuition and fees with $12,158 for housing and food, Cal State San Bernardino $20,350 with $16,380, Ohio University $26,792 with $14,536, and UNC Charlotte's international office publishes $27,000 and $12,500.
California is no longer the cheap option
The old dataset put four Cal State campuses in the top ten. Pricing them at current rates moves most of them out.
Cal State Long Beach now publishes a non-resident cost of attendance of $46,708 for a student in campus housing, which makes it one of the more expensive universities on our shortlist rather than the eighth cheapest. Cal State San Bernardino survives at $36,730 because housing there is far cheaper than in Long Beach.
Tuition is set centrally across the system, at $6,838 systemwide plus $471 per unit for non-residents in 2026-27, so what separates one CSU campus from another is almost entirely the cost of living around it.
Brigham Young charges non-members double
Brigham Young came out cheapest of everything we priced, at roughly $23,000, and it is left out of the ranking because that rate is not available to most international students.
BYU charges different tuition depending on whether you are a member of the Church of Jesus Christ of Latter-day Saints. Its published rates for 2026-27 are $3,548 per semester for members and $7,096 per semester for non-members, and the university states that "Church members are assessed lower tuition fees than those who are not members".
The national dataset reports the lower figure. A non-member pays about $14,200 in tuition for the year, which puts BYU alongside the universities above rather than far below them.
An expensive university can cost your family less
Sticker price and what a family ends up paying are different questions, and at expensive universities the second answer is often better.
A student from Faisalabad who went to UC Berkeley describes the comparison being made at home: Emory's tuition was around $90,000 a year against Berkeley's $67,000, and his father judged Berkeley the better financial option.
Others make the price irrelevant. A student from Uzbekistan studying robotics at Arizona State has tuition, housing, meals, flights and a stipend covered by the El-Yurt Umidi Foundation. A student at Tufts turned down the University of Miami because the aid package fell short, saying "I didn't want my education to be a financial burden on my family". A student from Kazakhstan at UBC and one who reached CityU after 20 rejections both landed at prices no cost table would have predicted.
This list answers a narrower question, and an under-served one. It tells you where the floor is if nobody gives you anything.

If you are paying your own way, start with the public universities above and check their cost pages yourself, because these rates change every year and several rose sharply this one. The University of South Florida raised non-resident tuition by 15% for autumn 2026.
If you are applying for aid, put some of these on your list alongside expensive universities that meet full need, because those two strategies fail under different conditions.
Whatever you do, work with the out-of-state figure. A published cost that looks surprisingly low for a public university is almost always the in-state one.
