The College of Wooster's Presidential Scholar award covers full tuition for international first-year students, and the college names international students in its eligibility sentence directly.
It is test-blind: the college states it does not consider SAT or ACT scores for any merit scholarship, deciding instead on an unweighted grade average of around 3.8 in a rigorous curriculum, followed by an interview.
Two limits. It applies to tuition only, and against comprehensive fees of $82,340 that still leaves roughly $16,000 of housing and meals. And the college is need-aware for international applicants, so ability to pay the remainder forms part of the admission decision.
