About the Scholarship

Two or three awards a year. That number should shape how anyone treats this: Oxford says competition is very high and states plainly that it has no additional funding for candidates who are not offered a scholarship, so this cannot be the plan that makes Oxford affordable.

What it covers is complete for those few: course fees, a living grant and one return flight a year, for the full three or four years of the course.

The eligibility test is about circumstances at home rather than achievement alone. Candidates must be nationals of a country on the OECD aid-recipient list and unable to study for a degree in their own country, whether for political or financial reasons or because the facilities do not exist. Financial need, social commitment and an intention to return home after graduating all weigh in selection, alongside the highest academic ability.

The order of events is fixed and unforgiving. An Oxford offer must already be in hand, because the University will not look at a scholarship application from someone without one. The scholarship application then goes in during January of the year the course actually begins, which for a deferred offer means a year later than the offer itself, and it can only be considered once.

Two smaller points that decide cases. Medicine is the only excluded subject. And a college that does not participate in the scheme is not a barrier, since a successful candidate is transferred to one that does.

Priority goes to applicants who have not studied at undergraduate level before.

Covers course fees, a grant for living costs and one return air fare a year, for the three or four years of the course. Renewal in later years depends on satisfactory academic progress, and scholars write an annual report on their academic and social activities. Only around two to three awards are made each year.

Eligibility

Hold an offer of a place at Oxford before applying, since the University cannot consider a scholarship application from anyone without one. Be a national of a DAC-listed country and be unable to study for a degree at home for political or financial reasons or because suitable educational facilities do not exist. Selection weighs the highest academic ability alongside financial need, social commitment and that inability to study at home, and applicants should intend to return to their country after graduating. Priority goes to those who have not studied at undergraduate level before. All subjects in the course listing qualify except medicine. Not every college participates each year, though being accepted by a college outside the scheme does not block an award: a successful candidate is transferred between colleges.

How to Apply

Apply for admission to Oxford first, then apply for the scholarship in January of the year the course starts. Holders of a deferred offer apply in the January of their actual start year rather than at the time of the offer, and an undergraduate scholarship application can only be considered once. For 2027 entry, details appear on the scholarship page in January 2027, applications close on 26 January 2027, selection runs in April and outcomes are issued by the end of May.
