Rochester says applicants are considered for merit scholarships regardless of citizenship, which puts international applicants in the same pool. Nothing extra is needed: the decision happens while your admission file is read, and the figure arrives with your aid letter.
Two limits shape the maths. The money renews each year only while you keep satisfactory academic performance and full-time status, and Rochester gives each student one merit scholarship, so the Meliora does not stack with its other merit awards. Against Rochester's full cost, even $35,000 leaves a substantial bill, so treat this as one piece of your funding plan.
